NATIONWIDE MOBILE HOSPITAL AND MEDICAL SUPPORT SYSTEM

Bringing Essential Healthcare to Communities When and Where It Is Most Needed

Action for Crisis Transformation and Development (ACTD) is developing an ambitious "Nationwide Mobile Hospital and Medical Support System" to help bring essential healthcare services closer to underserved, remote, conflict-affected and emergency-affected communities across Ethiopia.
The initiative is designed as "the first comprehensive nationwide mobile hospital and medical support system of its kind in Ethiopia", and as an innovative model with potential to become a "first-of-its-kind integrated nationwide approach in Africa".
Unlike a conventional mobile clinic, the proposed system will combine several mobile medical and logistical capacities into one coordinated platform. It will include mobile hospital trucks for surgery, maternity and emergency services; a mobile pharmacy and medical refrigeration unit; ambulance services; mobile accommodation for medical teams; a mobile kitchen; staff transport; a 50-bed mobile field facility; and materials transport vehicles.

Why This Project Matters
Ethiopia continues to experience health-service challenges related to conflict, displacement, poverty, geographical barriers, disease outbreaks and other humanitarian emergencies.
The destruction and disruption of health facilities during the northern Ethiopia conflict demonstrated how vulnerable fixed health infrastructure can become during prolonged crises. Communities can remain without adequate access to essential services even after active conflict has ended.
Ethiopia has also experienced serious public-health emergencies. The country's first confirmed Marburg virus disease outbreak occurred in South Ethiopia Region in 2025 and was declared over in January 2026. The experience demonstrated the importance of preparedness, rapid deployment, infection prevention, treatment capacity and strong emergency coordination.
ACTD believes that Ethiopia needs additional health capacity that can move to the people when people cannot easily reach the hospital.

What the Mobile Hospital System Will Provide
The proposed system will be capable of supporting:
* Emergency medical services
* Surgical services
* Maternal and delivery services
* Basic diagnostic services
* Emergency medicines and pharmaceutical support
* Patient referral and ambulance services
* Temporary field hospitalization
* Epidemic and outbreak response
* Health outreach to remote communities
* Emergency support to conflict-affected populations
* Services for displaced populations
* Free and subsidized services for eligible poor and vulnerable people

Who Will Benefit?
The project is intended to reach people who face significant barriers to accessing healthcare, including:
* Conflict-affected communities
* Internally displaced persons
* Poor and vulnerable households
* Remote rural communities
* Pastoralist and agro-pastoralist communities
* Mothers and newborns
* Emergency and trauma patients
* Communities affected by disease outbreaks and other emergencies

Nationwide Vision
The project is designed for deployment across Ethiopia according to humanitarian and health needs.
Priority deployment may include Oromia, Amhara, Tigray, Somali, Afar, South Ethiopia, Sidama, Southwest Ethiopia, Central Ethiopia, Gambella, Benishangul-Gumuz, Harari and Dire Dawa, with flexibility to respond to emerging needs elsewhere.
The system will work in partnership with relevant health authorities, humanitarian organizations, NGOs, UN agencies, health facilities, communities and other partners.

More Than a Mobile Hospital

The vision is not simply to purchase medical vehicles. ACTD aims to establish an integrated national mobile emergency-health platform** that combines: Medical Care + Emergency Response + Logistics + Medicines + Temporary Hospital Capacity + Outreach + Referral + Community Support.
This integrated model is intended to allow medical teams to move rapidly and operate for extended periods in locations where additional health capacity is required.

A New Model for Ethiopia and Africa
ACTD's ambition is to develop a model that can demonstrate how a coordinated mobile health system can support communities during conflict, displacement, disease outbreaks and other humanitarian emergencies.
The project is therefore positioned not only as a health intervention, but also as an innovation in humanitarian health service delivery.
If successfully established and demonstrated in Ethiopia, the model could provide lessons for other African countries facing similar challenges of remote populations, emergencies, fragile infrastructure and unequal access to specialized health services.

Partnership Opportunity
ACTD is seeking strategic partners to make this vision possible.
Partnership opportunities include:
* Funding partnerships
* Mobile hospital sponsorship
* Medical equipment donations
* Medicines and medical supplies
* Vehicle and logistics support
* Technical partnerships
* Emergency-response partnerships
* Corporate social responsibility partnerships
* Training and capacity-building partnerships
* Long-term programme partnerships
A partner may support the whole system or an individual component, such as a mobile hospital truck, ambulance, pharmacy unit, 50-bed mobile field facility, medical equipment, medicines or operational costs.

Our Vision
A healthcare system that can move to communities when communities cannot reach the hospital.
Through partnership and collective action, ACTD aims to transform emergencies into opportunities to strengthen access, preparedness, resilience and dignity in healthcare.
